History reference.
The ecological trail was laid in a specially protected natural area - in the Belozersky State Natural Zoological Reserve. The reserve is the oldest in the region, it was established on December 23, 1971 by the decision of the Kurgan Regional Council of Workers' Deputies. Initially, this territory was chosen by specialists of the hunting department of the Kurgan region to preserve valuable hunting species of animals on it. Before today The reserve has retained its profile - zoological. The main objects of protection are elk, Siberian roe deer, upland game, as well as rare and endangered species of animals and flora included in the Red Books Russian Federation and Kurgan region. Its territory is interesting for its valuable natural complexes: nature is distinguished by its unique beauty and low degree of anthropogenic impact.

The ecological path is equipped for visiting in 2015. Excursion and educational activities on its territory are carried out by the State Institution "Territorial State Ecological Fund of the Kurgan Region".

Description of the object:
The excursion on the Ecological Trail is designed for all age groups with any level of training: from elementary school students to people of elegant age.

At the beginning of the trail, all those who come to it are met by an old forked pine with golden lyre-shaped trunks, standing on the edge of the forest. For thousands of years, man lived in peace and harmony with the Forest, from which he received all the resources he needed: heat, food, raw materials. With the development of civilization, humanity is moving further and further away from its patron of the Forest, less and less thinking about his well-being. The lyre-shaped pine is a symbol-reminder of the common beginning of man and nature, man and tree, mankind and the Forest. Returning to the forest, becoming more attentive to the surrounding world is the main task ecological trail.

The appearance of two-peak pines in the reserve, according to forest pathologists, is the activity of the largest animal of our fauna - the European elk. Animals bite the apical shoot of a young tree, which is then replaced by two lateral shoots. Indeed, from the moment of its formation, the Belozersky reserve has been considered "moose", for 45 years a fairly high density of elk has been maintained on its territory.

During the journey along the trail, experienced guides will reveal the secrets of the forest and its inhabitants. Following the path, you can admire the landscapes of a park-type pine forest, take beautiful photos. Hilly terrain, wandering along the trail forest river Borovlyanka, gives not only landscape, but also plant diversity to the route: during the tour you can get acquainted with the main types of pine forest communities, as well as find out the types of land suitable for habitat of protected animals and birds.

The main demonstration objects on the ecological trail are biotechnical objects designed to improve the habitat of animals protected here - feeders for wild ungulates, hare, gray partridge, feeding tables and flutters for upland game, salt licks, nest boxes for owls, gogol and many others . They are harmoniously arranged in the natural landscape of the reserve and are accompanied by information stands with detailed description the diet of protected animals and birds, as well as why and in what time frame they are fed by the gamekeeper service of the reserve.

At the end of the trail, tourists will be able to see with their own eyes a beaver settlement - a whole residential complex equipped with these animals: huts - dwellings and dams made of trees cut down by them. Today, the beaver has become a common species, but it was not always so. The dispersal of the beaver in the Kurgan region is an interesting experiment on reacclimatization forest view in forest-steppe conditions. The beaver reacclimatization process has become very successful. Intensive growth in the population of the species began almost 30 years after the release of animals. Today, these animals feel quite well on the territory of the reserve.

Throughout the trail there are signs and information stands, thanks to which the route is accessible to any traveler, even without the services of a guide.

A two-hour walk will allow not only to learn a lot about the flora and fauna of the reserve, but also to enjoy the purest air, which has a healing effect due to the phytoncides of the age-old pine forest. Natural beauty, filled with birdsong, restores peace of mind and gives strength to all travelers on the ecological path.

I. General provisions

1.1. The name of the specially protected natural area is the state natural zoological reserve "Belozersky" in the Belozersky district of the Vologda region (hereinafter - the reserve).

The reserve was formed by the decision of the executive committee of the Vologda Regional Council of Working People's Deputies dated November 26, 1964 N 642 "On the establishment of wildlife sanctuaries for river beavers and muskrats in Belozersky, Ustyuzhensky, Gryazovetsky and Kharovsky districts."

1.2. Status: specially protected natural area of ​​regional (regional) significance.

1.4. Profile: biological (zoological).

1.5. The reserve is under the jurisdiction of the Department for the Protection, Control and Regulation of the Use of Fauna of the Region (hereinafter referred to as the Department).

1.6. Funding for the maintenance and protection of the reserve is carried out within the budget allocations provided for in the regional budget for the next financial year, and other sources not prohibited by law.

1.7. Location and area: the reserve is located in the southeastern part of the Belozersky district, to the south of Lake Azat. The area of ​​the reserve is 31695 hectares.

1.8. Description of the boundaries of the reserve:

The specially protected natural area of ​​regional significance, the natural monument "Vaskin Bor" in the Belozersky district of the Vologda region, formed by the decision of the executive committee of the Vologda Regional Council of People's Deputies dated August 16, 1978 N 498 "On measures to strengthen the protection of valuable natural objects", is excluded from the boundaries of the reserve.

The regulation on the natural monument "Vaskin Bor", including a description of the boundaries of the specified specially protected natural area of ​​​​oblast significance, was approved by the Decree of the Government of the region of October 18, 2010 N 1190.

1.9. A map-scheme of the state natural zoological reserve "Belozersky" in the Belozersky district is given in the appendix to these Regulations.

II. Tasks and regime of protection of the territory of the reserve

2.1. The main tasks of the reserve are the preservation, restoration and reproduction of economically, scientifically and culturally valuable objects of the animal world classified as hunting objects, as well as rare and endangered species of animals, the preservation of their habitat, nesting places, and maintaining the ecological balance.

2.2. On the territory of the reserve it is prohibited:

hunting, as well as the presence in the hunting grounds of the reserve of individuals with hunting tools and (or) hunting products, hunting dogs, birds of prey, except for cases of regulating the number of wildlife objects in the manner established by the legislation of the Russian Federation;

felling of forest plantations within a radius of 500 meters around capercaillie currents, as well as in forest strips with a width equal to the width of the water protection zone, along each bank of a river or other water body, inhabited by beavers, with the exception of selective felling of dead and damaged forest plantations;

collection of zoological, botanical and mineral collections, as well as paleontological objects;

harvesting and collection of non-timber forest resources, harvesting of food resources and collection of medicinal plants, with the exception of harvesting and collection of these resources by citizens for their own needs;

burning of vegetation, storage and use of pesticides, fertilizers, other materials, raw materials and production wastes hazardous to wildlife and their habitats without taking measures to guarantee the prevention of diseases and death of wildlife, as well as deterioration of their habitat;

change in the hydrological regime of the territory;

littering of the territory and clogging of water bodies;

imploding works;

clearing clearings under communication and power lines and along pipelines from undergrowth of trees and shrubs during the breeding season of animals (from April 15 to June 15);

destruction and damage of full houses and other informational signs.

III. Organization of the protection of the reserve

3.1. Responsibilities for the protection of the reserve are assigned to the Department and the budgetary institution of the Vologda Oblast "Directorate for the Protection and Reproduction of Fauna".

3.2. State management in the field of organization and functioning of the reserve is carried out by the Department.

3.3. Violation of the established regime or rules of protection and use environment and natural resources within the reserve entails civil, administrative and criminal liability established by the legislation of the Russian Federation.

3.4. The harm caused natural objects and complexes within the boundaries of the reserve, is subject to compensation in accordance with the legislation of the Russian Federation.

1. General Provisions

1.2. The reserve operates within the following boundaries:

1.5. 1.6. The liquidation of the reserve is carried out in accordance with the procedure established by law.

2. Mode of special protection of the reserve

2.1. The reserve performs the functions of protection and reproduction of hunting species of animals and their habitat. Protected species include: Siberian roe deer, elk, black grouse, badger, objects of the animal world included in the Red Books of the Russian Federation and the Kurgan region. Competitors and enemies of protected species include: gray crow, fox, wolf, raccoon dog (as amended by the Decree of the Administration (Government) of the Kurgan region dated 26.06.2006 N 205).
2.2. In order to protect and reproduce objects of the animal world on the territory of the reserve, it is prohibited:
– hunting (with the exception of population control);
– stay with dogs without written permission from the administration of the reserve (as amended by the Resolution of the Administration (Government) of the Kurgan region dated June 26, 2006 N 205);
– damage to biotechnical facilities, information signs and billboards, prepared animal feed;
– carrying out clear and selective logging in forest areas within a radius of 300 m around capercaillie currents and in breeding areas of wild ungulates (as amended by Decree of the Government of the Kurgan Region of 11.11.2014 N 419);
- the paragraph is excluded (Decree of the Government of the Kurgan region of November 11, 2014 N 419);
- other activities of legal entities and individuals, which entail the death of wild animals, as well as the destruction and ruin of their homes, nests and their habitat.
2.3. To preserve the habitat of wild animals in the reserve, special rules for nature management are established.

On the territory of the reserve it is prohibited:
- drainage of lakes and swamps and other activities that can have a negative impact on the state of aquatic ecosystems;
- burning of vegetation, with the exception of cases of scheduled fire prevention work and work to limit the spread of forest fires that have arisen;
- making fires during a fire hazard period;
– Aviation and chemical works, use of pesticides of hazard classes 1 and 2, use of pesticides in forests, in a 200-meter zone of water bodies (as amended by the Decree of the Government of the Kurgan Region of 25.05.2009 N 260);
- placement of warehouses for the storage of pesticides and agrochemicals, sites for dressing seeds, preparing working solutions and filling machines and equipment with them, neutralizing equipment and containers from pesticides and agrochemicals (as amended by the Decree of the Government of the Kurgan Region of 25.05.2009 N 260);
– location of industrial and household waste outside specially designated places (as amended by the Decree of the Administration (Government) of the Kurgan region dated June 26, 2006 N 205);
– carrying out clear and selective logging in forest areas within a radius of 300 m around the nesting sites of bird species included in the Red Book of the Russian Federation and the Red Book of the Kurgan Region (as amended by the Decree of the Government of the Kurgan Region of November 11, 2014 N 419);
- the paragraph is excluded (Decree of the Government of the Kurgan region of 05.25.2009 N 260);
– new allocation of fishing grounds for commercial fish farming, commercial fishing, reproduction and acclimatization of aquatic biological resources, aquaculture, organization of recreational and sport fishing (the paragraph was introduced by the Decree of the Government of the Kurgan Region of November 11, 2014 N 419);

2.4. Excluded. - Decree of the Administration (Government) of the Kurgan region of 19.08.2003 N 238.
2.4. On the territory of the reserve, especially protective forest areas are allocated in especially protected parts of the reserve (clause 2.4 was introduced by the Decree of the Administration (Government) of the Kurgan Region dated June 26, 2006 N 205).
2.5. On the territory of the reserve, construction, reconstruction of linear structures, other objects capital construction allowed only if there is a positive conclusion of the state environmental expertise (clause 2.5 was introduced by the Decree of the Government of the Kurgan Region of November 11, 2014 N 419).

3. Functioning of the reserve

3.1. The reserve is under the jurisdiction of the Department of Natural Resources and Environmental Protection of the Kurgan Region.
3.2. The function of the administration of the reserve is performed by the state treasury institution “Territorial State Ecological Fund of the Kurgan Region” in accordance with the current charter (as amended by the Decree of the Government of the Kurgan Region of November 11, 2014 N 419).
3.3. Financing of the activities of the reserve is carried out at the expense of the budget of the Kurgan region, as well as other sources not prohibited by law.

4. Biotechnical measures

4.1. In order to create favorable living conditions for protected species of animals, the administration of the reserve annually plans and carries out the necessary biotechnical measures on the territory of the reserve: feeding, improving nesting conditions, regulating the number of animals (as amended by the Decree of the Government of the Kurgan Region dated November 11, 2014 N 419).
4.2. When the optimal capacity of land is exceeded or damage is caused to the natural and economic complex certain types(or groups of species) it is allowed to regulate the number of objects of the animal world for all types of animals, for the qualitative improvement of populations or the creation of favorable conditions for protected animals. The regulation of the number of wildlife objects is carried out in accordance with Art. 27 federal law“On the Fauna” (as amended by the Decree of the Administration (Government) of the Kurgan Region dated June 26, 2006 N 205, the Decree of the Government of the Kurgan Region dated November 11, 2014 N 419).

5. State supervision

for observance of the regime of special protection of the reserve and responsibility for its violation

5.1. Excluded. - Decree of the Administration (Government) of the Kurgan Region of 19.08.2003 N 238. By the Decree of the Government of the Kurgan Region of 11.11.2014 N 419 in subparagraph 5.1 of Appendix 2 the words “Supervision of compliance with the regime of special protection of the reserve” are replaced by the words “State supervision in the field of protection and use specially protected natural areas on the territory of the reserve”.
5.1. Supervision over compliance with the established regime for the protection of the reserve is carried out by the Department of Natural Resources and Environmental Protection of the Kurgan Region (clause 5.1 was introduced by the Decree of the Administration (Government) of the Kurgan Region dated 06.26.2006 N 205; as amended by the Decree of the Government of the Kurgan Region dated 05.25.2009 N 260) .
5.2. Owners, owners and users of land plots located within the boundaries of the reserve, as well as all other legal and individuals are obliged to comply with the protection regime established by these Regulations, as well as special rules for the use of natural resources and bear responsibility for their violation in accordance with the Federal Law “On Specially Protected Natural Territories”.

1.2. The state nature reserve of federal significance "Beloozersky" (hereinafter - the reserve) has a biological (zoological) profile and is intended for the conservation and restoration of rare and endangered species of plants and animals, including species valuable in economic, scientific and cultural terms.

1.3. The reserve is formed without limitation of validity period.

1.4. The reserve is under the jurisdiction of the Ministry of Natural Resources and Ecology of the Russian Federation (hereinafter - the Ministry of Natural Resources of Russia).

1.5. The reserve is located in the Armizonsky district of the Tyumen region. The total area of ​​the reserve is 17850 hectares.

1.6. The territory of the reserve is part of the lakes of the Tobolo-Ishim forest-steppe, included in the List of wetlands located on the territory of the Russian Federation of international importance mainly as habitats for waterfowl, approved by Decree of the Government of the Russian Federation of September 13, 1994 N 1050 "On measures to ensure the fulfillment of the obligations of the Russian Party arising from the Convention on Wetlands, which have international importance mainly as habitats for waterfowl, dated February 2, 1971" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 1994, No. 21, art. 2395).

1.7. The reserve consists of 2 cluster sites: Nyashinsky (area 2450 ha) and Belo-Kamyshinsky (area 15400 ha) sites.

1.8. Reserve boundaries:

1.8.1. Nyashinsky area:

northern, western and southern - 300 meters from the water's edge of Lake Nyashino;

eastern - from south to north along the line connecting the crossing between lakes Nyashino and Maly Nyashino with the eastern coast of Lake Nyashino (300 meters from the pier to the artesian well in Zaboshinskaya Kurya), then 300 meters from the water's edge to the northern border.

1.8.2. Belo-Kamyshinsky site:

1.9. The boundaries and features of the regime of special protection of the reserve are taken into account when developing plans and prospects for economic and social development, forestry regulations and forest development projects, preparing territorial planning documents, conducting forest management and land inventory.

II. Tasks of the reserve

2.1. The reserve was formed to perform the following tasks:

1) conservation, restoration and reproduction of wildlife, including aquatic biological resources, and maintaining the ecological balance;

2) preservation of the habitat and migration routes of wildlife objects;

3) conducting scientific research;

4) implementation of environmental monitoring;

5) environmental education.

III. The regime of special protection of the territory of the reserve

3.1. On the territory of the reserve it is prohibited:

1) commercial, sports and amateur hunting;

2) industrial, recreational and sport fishing, finding aquatic biological resources with tools for harvesting (catching);

3) clear-cutting of forest plantations;

4) harvesting and collection of non-timber forest resources (except for the harvesting and collection of non-timber forest resources by citizens for their own needs), harvesting of food forest resources and collection of medicinal plants (with the exception of harvesting of food forest resources by citizens and their collection of medicinal plants for their own needs);

5) logging (with the exception of logging by citizens for their own needs);

6) grazing on Omelina Island;

7) mowing, grazing and driving livestock outside specially designated areas agreed with the Ministry of Natural Resources of Russia;

8) carrying out hydro-reclamation and irrigation works without the consent of the Ministry of Natural Resources of Russia;

9) plowing of land (with the exception of land already used by owners, land users, landowners and tenants for the production of agricultural products);

10) geological survey, exploration and extraction of minerals, as well as performance of other works related to the use of subsoil;

11) construction, reconstruction and overhaul of capital construction facilities, including linear structures, not related to the fulfillment of the tasks assigned to the reserve, and to ensure the functioning of settlements and agricultural enterprises located within the boundaries of the reserve, as well as with reconstruction and overhaul other linear structures existing within the boundaries of the reserve;

12) firing fires, burning vegetation;

13) blasting;

14) creation of facilities for the placement of production and consumption waste, radioactive, chemical, explosive, toxic, toxic and poisonous substances;

15) provision of land plots for individual housing construction, gardening and horticulture outside the boundaries of settlements;

16) washing vehicles on the banks of water bodies;

17) introduction of living organisms for the purpose of their acclimatization;

18) collection of zoological, botanical, mineralogical collections and paleontological objects without the consent of the Ministry of Natural Resources of Russia;

19) implementation of recreational activities (including the organization of places of rest and making fires) outside the places specially provided for this;

20) destruction or damage of barriers, full houses, stands and other information signs and indicators, as well as equipped ecological trails and recreation areas;

21) travel and parking of motor vehicles outside public roads (except for cases related to the implementation of measures to fulfill the tasks provided for in Section II of these Regulations, the passage of vehicles of landowners, land users and land owners to plots owned, used or owned and located within the boundaries of the reserve, as well as with the implementation of production activities in accordance with this Regulation);

22) passage and parking of motorized floating facilities (except for cases related to the implementation of measures to fulfill the tasks provided for in Section II of these Regulations);

23) landing aircraft and disembarkation of passengers from them without the consent of the Ministry of Natural Resources of Russia;

24) being with firearms, pneumatic and throwing weapons, traps and other hunting tools, including firearms in assembled form, on public roads, as well as with products of obtaining wildlife objects;

26) other types of activities that entail a decrease in the ecological value of this territory or cause harm to protected objects of the animal world and their habitat.

3.2. Terms, methods and places of agricultural work with the use of pesticides, mineral fertilizers, chemicals protection of plants and growth stimulants on the territory of the reserve are subject to agreement with the Ministry of Natural Resources of Russia.

3.3. On the territory of the reserve, economic activity is carried out in compliance with these Regulations and approved by the Decree of the Government of the Russian Federation of August 13, 1996 N 997 (Collected Legislation of the Russian Federation, 1996, N 37, Art. 4290; 2008, N 12, Art. 1130).

3.4. On the territory of the reserve, construction, reconstruction and overhaul of capital construction facilities related to the fulfillment of the tasks assigned to the reserve, and ensuring the functioning of settlements and agricultural enterprises located within the boundaries of the reserve, as well as with the reconstruction and overhaul of other linear structures existing in the boundaries of the reserve are allowed only upon agreement with the Ministry of Natural Resources of Russia.

3.5. Design documentation of facilities, the construction, reconstruction or overhaul of which on the territory of the reserve is allowed by this Regulation, is subject to state environmental expertise at the federal level.

3.6. On the territory of the reserve, measures for the protection, protection and reproduction of forests are carried out only in agreement with the Ministry of Natural Resources of Russia.

3.7. On the territory of the reserve, shooting and trapping of wild animals and birds for scientific and regulatory purposes is carried out only in agreement with the Ministry of Natural Resources of Russia.

3.8. The boundaries of the reserve are marked on the ground with special information signs along the perimeter of the boundaries of its territory.

IV. Protection of natural complexes and objects and control over compliance with the regime of special protection of the reserve

4.1. On the territory of the reserve, control and supervision in the field of organization and functioning of the reserve, in the field of protection, use and reproduction of wildlife and their habitats, the use, protection, protection, reproduction of forests is carried out by the Federal Service for Supervision in the Sphere of Nature Management in the manner prescribed by regulatory legal acts of the Russian Federation.
