The Ministry of Construction sets the average cost per square meter four times a year, at the beginning of each quarter. The figures are formed based on Rosstat data on the cost of real estate in the primary and secondary markets, as well as the cost of construction in various regions of the Federation, writes "Russian newspaper". The resulting standards are then used to calculate the amount of payments from the budget to help beneficiaries. Among them are military personnel, police officers affected by radiation accidents, young scientists, internally displaced persons, disabled people and young families who, by law, need improved housing conditions.

Despite the fact that the Ministry of Construction recorded an increase in prices, experts believe that there are two completely different trends in the market. In some places, housing prices will indeed rise in price next year. And somewhere apartments will become cheaper.

“The Ministry of Construction data almost always reflects the lower price level, which refers to the cheapest economy-class housing. This is actually housing at cost. It is clear that developers do not sell housing at such prices everywhere. In some regions, the difference with the average market price can be almost double,” - explains the head of the analytical center "Real Estate Market Indicators" Oleg Repchenko.

According to Repchenko, the gap is especially noticeable in Moscow, the Moscow region, St. Petersburg and Sochi. “In recent years, an investment bubble has inflated here, which is why prices are too high, but it is gradually deflating,” says the expert. He is confident that the price per square meter has a speculative component and prices will be adjusted downwards. At the same time, the purchasing power of the population is still quite low. That is, developers will in any case have to accept various discounts and special offers.

In places where few new houses are being built, and prices were not inflated from the very beginning, next year apartments will rise in price on average at the rate of inflation - no more than 4%, says Repchenko.

Let us recall that earlier, after the abandonment of shared-equity construction in the Russian Federation, housing prices will increase by at least 5-7%. Deputy Minister Nikita Stasishin called the issue of a possible price jump “the most pressing” for the Ministry of Construction. “We need to increase the volume and quality of housing, but at the same time make it affordable, and not only through affordable mortgage rates,” the official said.
